yes, you can, it would be best if it was the same color as the uniform.
As long as it is a solid color it is not against the rules.

Yes you can, try to get it to match your uniform but as long as its a solid color you can. However if you are running in any sort of relay event you have to match with your teamates exactly meaning you have to wear the tank top jersey.
