The adjustment isn't made using clearance.I'm going from memory here so it would be best to get a manual and read the process.Make sure the engine is stone cold.First off you need to know if you have solid or hydraulic lifters because the adjustment is different.Solids get adjusted so there is no shake in the pushrod when the piston is at top dead center(TDC)on the compression stroke(just after the intake valve closes on the cylinder your adjusting). You should be able to turn the pushrod by hand.Hydraulics are done by lengthening the pushrod til the lifter is compressed fully then backing it off exactly 1 1/2 turns then tightening the lock nut.Do both pushrods on one cylinder then turn the engine over til your on TDC on the compression stroke on the other cylinder. Then do those pushrods.Use three wrenches when you tighten the lock nut. It's a good idea to pull the lifter cup out of the tappet body while you have it apart and clean the lifter assembly with some solvent. If you do that don't be alarmed if it clatters when you first start the bike because the lifters have to pump back up.Also clean the screen under the big screw. That screen keeps crud from getting into the lifters and causing problems.Really you should have a service manual to refer too.I'm sure Vtwindoc and others will come along and be able to give you more complete info as this was just from memory and it's been awhile since i did valves on a Shovel.A Panhead i know by heart but they are different than adjusting a shovel.
