A girl was born out of wedlock; I understand that the father is denied the right of giving her off in marriage

according shariah. Who becomes her Walee?

Can a stepfather take the role of her Walee?

    I couldnt find it, sorry.

    I suggest go to the nearest Masjid and ask them.

    If there are no Masjids near you, then as a precaution, do not make the stepfather, a wali.

    There is NO need of a wali !

    The sharia u r quoting is not from the Quran. It is man made fabrications !

    Where does it say in the Qur'an and Sahih hadiths that a girl born out of wedlock cannot use her father as her wali in marriage? I don't think a step father counts as your mahram anyway because they are not related to you by blood. From Muharramat Forbidden Matters Some People Take Lightly by Muhammad Salih Al-Munajjid:

    Conditions of a Mahram:

    1. Muslim

    2. Male

    3. Of sound mind (meaning free from mental illness, depression, and insanity)

    4. Over the age of puberty

    Where does Qur'an say that?

    And yes a stepfather can be a wali. Use of wali is a cultural tradition, it is not proscribed by Qur'an.
