Your ID goes on the URL rather than on the anchor text because you don't usually want people to see the ID, the anchor text is the part that you can see.
The format goes like this:
<a href="http://...[URL]/?aff=12345[ID]">This is anchor text</a>
if there is an image to put in there then the IMG tag is used in place of the anchor text, you may also add an ALT tag to the image
