Can we set a password for control panel and security settings but not the account itself, in Windows XP?
So the problem is that someone else will be using the PC but we don't want them to be able to add a user password with for ex.the control panel.
We don't want to make other user accounts like a Guest account. We want to keep just the 1 account and have some sort of security such as a password that would stop them getting to the control panel.

To disable Control Panel by using Group Policy settings
In the Run dialog box, type gpedit.msc.
In the Group Policy console tree, under User Configuration, open the Administrative Templates folder.
Click the Control Panel folder.
In the details pane, double-click Disable Control Panel.
Click Enabled.
The person has to be pretty computer savvy to change.
Then just disable when you need access.

i dont believe there is a way to do that only on the control panel on the same account..i know you can put a password on folders so that you have to type a password everytime you open the folder but i dont think you can do what your asking for.. It may just be easier (even though you dont want to) to create a new account. There you can put all the permissions you want easily through that new account. sorry but i dont think you can do what your specifically asking for

If I remember correctly "Spybot search and destroy" has an option to restrict the control panel. The only other way would be a registry edit. As far as Security center don't know.
