What are other examples of these kinds of places?

Quirky and eccentric areas of cities with a lot of fun, colour, vibrancy and liberalism. They also have public art and other visually arresting things dotted around.

My example: North Laines of Brighton which have independent shops, colourful shop facades, all human life, liberal atmosphere, blatant eccentricity, vibrancy and dynamism, and something you just don't get in 'normal places.'

Any other examples in other cities??

Notting Hill in West London is a posh area synonymous with independent shops, artists and diverse culture. Liberalism exists there in a big way and in some of the streets the houses are painted bright colours. The Notting Hill Carnival is held annually there which is a colourful and vibrant celebration of the areas diverse culture of the area.
