The Panthers won't. They've decided on Matt Moore as a starter, and the rumors are that they may negotiate with Derrick Anderson from the Browns to compete with Moore during the offseason, but like I said, that's a rumor. They don't have a draft pick (as of right now) until late in the second round, so chances are Tebow will be scooped up earlier than that.

I think Jacksonville. David Garrard is an OK but not spectacular QB, and Tebow, who has won the Heisman, is an ex-Florida Gator. With Carolina already having decided on Matt Moore as its QB, I don't think Tebow will go to the Panthers. With the Jags, Tebow has a chance to start--if not this year, it will be pretty soon.
