Because the powers that be decided that 2 a.m. on Sunday morning causes the least confusion, for example with overnight trains.
You don't have to stay awake until 2 a.m., you can change your clock before you go to bed or, if you don't have to work on Sunday, when you wake up.

Few people will likely wake up exactly at 2:00 a.m. local time to move the clock hand, or dial, forward an hour.
