Abandoned titles illinois??
Okay I have a friend that wants to get a car that has been sitting in a lot for around 4-5 months now, car was abandoned by owner. My question is can she apply for the title on the car or does she have to contact the lady to get the title(which ain't gonna happen).

Someone owns that car and since it is not your friend, she cannot simply take it. Every community has laws on abandoned property. Your friend has to start an abandoned property claim to have any hope to get it. Suggest that your friend forget it... The odds of her getting it are slim to none.
