What tires give the most comfortable soft ride?
Everything else being equal (chassis, tire manufacturer, type of tire, etc.) what would give the most comfortable ride, an 18" or a 16" tire?

Probably the 16".
The reason is that while a larger diameter should go over bumps more smoothly, the larger diameter rim requires a lower profile rubber to keep the total the same.
You are constrained by the wheel wells, so can't really make any improvement there.
And the lower profile tire on the 18" actually has to be stiffer then the 16 with the higher profile.
You can tell that because off road always uses high profile. A low profile tire can't deal with bumps as easily.
