this is all i can afford and i was thinking of just buying it and upgrading the ram and processor to AMD phenom or athlon x2 when i get more money. So do you think this computer could hold 3ds max, after effects, photoshop cs4, and v-ray?

it could hold all of those programs, but you will have a hard time running 3ds max. idk what v-ray is but i assume its some kind of pro 3d modeling program so if you want to make good looking 3D models then this computer is bad for it. very bad
if you really cant offord over $300 for 3D modeling then at least buy this and maybe you can get over 6 fps

Nope. That NVIDIA GeForce 6150 SE is an integrated video chipset. It would be terrible trying to render 3D on it.
You need something with a dedicated video card, not an integrated chipset.
If you are looking for something to render 3D your going to be paying $1200+ for a computer.
