at what level? L1,L2,L3,L4 or under the L5? or is it higher?

Around mid back in the spine, you have to be dialated 4 cm before they give it to you.

My wife had a baby 3 weeks ago, the epidural is usually placed in the middle of the spine. Its a very long needle that is placed in the spinal column to help prevent pain. Sometimes they only work on 1 side and not the other. If you have another option I recommend you use it first. These wear off pretty fast and are very risky, the doctor doesn't want to tell you this because they make a ton of money to perform this procedure.
