This is MOTOROLA not APPLE so you cant just walk out of the store without a plan. With the iphone you buy it for the same price and go because its apple.

If you want to just buy the phone at full price and walk out of the store without service. You can do that. If you want service, you're going to be required to get a data plan in addition to the voice plan.

You can buy a phone without a plan. Normally, the phones that come with plans, are cheaper than retail prices, but you are signed to a 2 year contract, so you must have a plan, but you can buy the phone at the retail price(really expensive) without having a plan.
