Under Government run Healthcare, can they take money from our bank accounts at will?

In the House's version of nationalized healthcare, HR 3200 page 59: 21 is says that the legislation will ‘‘(C) enable electronic funds transfers, in 22 order to allow automated reconciliation with the 23 related health care payment and remittance.

If you are talking about collecting on the penalty for not buying insurance it seems that the government would collect the penlites monies from your tax returns first if that does not work who knows but could be possible in the end
