iTunes generally does not deal directly with independent artists or labels. It's just not worth the company's time to work directly with smaller players. There are, however, distribution companies that have partnership agreements with iTunes and that sign independent musicians. The two biggest are CD Baby and Tunecore.

you can't, unless you make a CD and sell that on as a pirate.
