is there a way to us JavaScript in HTML without the Yellow Stripe (Security Alert) pop-up on the top of IE?

I'm planning to use simple scrolling text using external file link to marquee in main HTML file. but unfortunately the Yellow Security Alert stripe appears on top of the IE. I have seen website with that effect and no security alert appears, how is it done? did i miss anything?

The reason is i know some people don't like to click on the Allow Blocked Content (coz they don't know) so guys help me out here... i'm building a website for my church.

Update:

well most of them using file.js to write the script for scrolling text (http://www.news-scroller.com/) this is what i'm planning to do.

when i log on to that website there is no security alert bar... but when i copy the codes in my file the bar appears why?!

i tried downloading the samples (http://allwebco-templates.com/support/scripts/IFra... when i opened it there is no security bar.. when i copy the codes to my file there is the bar again!!!

    Also, do NOT make a marquee. Those are bad.

    tools > internet options > advanced (tab)

    check the top 3 box's under security sub heading in security in the settings dialogue box

    this will disable that msg, oh an fyi IE sux big-time, im a enterprise website developer an i always design for firefox

    well, did you try looking at the javascript in most websites?
