pension credits paid to expats?

I am retired and living in France. I receive the UK OAP. I have a full record of NI payments for forty years and yet I do not qualify for Pension Credit! Where is the justification for this?

    The justification is the NI you paid in provided you with a state pension which you receive. Pension Credit is a means tested benefit designed to help the poorest in this country by topping up their income. As a means tested benefit it is dependant upon an individuals need, not on a NI record like the state pension.

    All means tested benefits require the recipient to be resident and present in the UK as they are designed specifically to support vulnerable residents in this country.

    Kind of messes with the freedom ti live within the EU though.

    You left, it is only for residents and a full NIC payments record in essence means NOTHING.
