on the record is the direct translation, not the meaning. i can speak french because i lived there but I don't know what that means.. but thanks for answering :)

    This was the motto for a demonstation against the quality of pre-school care in France. the motto means that parents want a place where they can leave their babies without worrying too much about them not being well cared for. In short, they do not want the kind of service you get when you leave your suitcase in a locker at the airport or in a train station

    "Bébés à la consigne" can have different meanings, depending on the context :

    - 'Babies warned/instructed/briefed'

    - 'Babies under house arrest"

    - 'Babies in the (station) luggage locker (room)'

    - 'Babies with a deposit refund'
