In the first months of fetal development we have no gender. As the fetus grows, if it has XX chromosomes it will develop female genitalia and if it has XY chromosomes it will develop male genitalia. These will then produce the hormones (estrogen / testosterone) which are responsible for giving humans the basic female / male physical characteristics.
Nipples appear before gender differentiation. If the fetus turns out female, she will be able to use them to excrete colostrum (breast milk). If it turns out male, he won't be able to do so, but the nipples will still be there.
Long story short: men have no use of nipples.

it's what's left of early fetal development. when we were a fetus, we were an undecided gender. nipples are just a leftover from that.
