yeah you need to pay for it photoshop is not free however

you can download the trail version of Photoshop elements 8 to do what you want to do

it's limited unless you buy the full ver witch is much cheaper then photoshop cs3

or you can buy the combo photoshop and premiere elememts for a bout 125 from amazon.com
