Is it true that the windows on a car have to be able to roll down before you can tint a car?

Two of my windows don't go down on my car and someone told me I cant tint my car unless my windows can roll down. Is that true?

    No it isn't true. How many cars do you see that have stationary rear side windows and back windows that are tinted? Many.

    That is completely false. If that were true... No windshield would ever have ANY kind of tint on it, along with ALL rear windshields and all wing windows, and rear windows on 2 door cars...
