Education is being hindered?
I am in school 8th grade and my schools has so many disruptions. I have failed a formal complaint with the board but still nothing is done so I plan to contact the ACLU and the state department of education.

They hired the teachers and they can run the classroom anyway they want. If you have a problem is disruptions tell your teacher or simply move to another class or deal with it. Not very many options also I don't think the school is going to take a complaint from an 8th grader seriously, usually it takes A LOT more people and much more to make the school district do anything. Plus even if they did try to do something the change would be small.
You're seriously wasting your time, get back to homework. ;)
