What does this telephone error mean?

I've called this number before no problems. It's an international call, South America.

Now I got a metropcs phone only for the unlimited international calling plan.

But when I try to call I get an error "VOS Zero Msg 1 : Your call can not be completed @ this time"

It takes about 30 seconds to connect (sometimes longer) and rings twice before giving me the error.

I've tryed calling other numbers in the same area some work some give me the same error.

Does this mean the number is disconnected?

    "VOS Zero Msg 1" this is merely identifying the telephone company equiptment that is providing you with the error message, it is an internal code that the phone company can use to reduce the time that it takes to troubleshoot the reason why you are unable to make the call...

    call metro Pretty Crappy Service's ghetto customer service (seriously, they are ghetto and extremely unprofessional at there customer service center) and see if they can help you solve your problems..

    i would assume that since you are calling south america, if the problem was a disconnected line, or trouble somewhere @ south america the error message would be in spanish... since it is in english i assume that the trouble must lie with metro Pretty Crappy Service...
