How closed up do your earring holes have to be before you repierce them?

I got my ears pierced but they got infected. The doctor said i should wait at least 7 months before getting them repierced. But I waited 2 years. I wanna get them pierced again but I can still see the hole. Not a lot but I can still see it. But I can't feel it. Is it closed up enough or should I wait longer?
