K it really depends. If u just flirt through text it can be ok but if you see her in person and your comfortable enough to flirt with her then do it don't hold back or be shy.
Since you want to tell her u love her just keep getting as comfortable as u can with her then u should know the right time to tell her. She might just feel the exact same way. Never know till u try it for your self

if you guys arent in a relationship dont tell her you love her itll freak her out
start getting to know her as a girl than a frnd or a lover .
give her a letter on a special day,
or on a nice weather day take her out to somewhere really romantic and nice
like near the ocean or beach
and ask her what would you do if a guy told you they loved you for awhile
and let her answer and than tell her what if that guy was me

ohhh I'd say wait until you're comfortable or at least feel the right time to tell her. Does she flirt back??? Also, you shoudl try doing subtle flirts with her in person ya know??? =P if she does flirt with you back, just wait for that right moment to tell her. Good luck =]

To me this sounds like lust..
Love is :When you cry a few minutes before they leave or you have to leave.. When they're gone and all the can think about is how much you miss them.. When you think about them first thing in the morning and last thing at night.. When you've planned out your wedding 15 years earlier.. When you've named your kids and chosen what school to send them to.. When your entire future is set in stone for you both together.. That's how you know when you're in love..
