If it does not violate community guidelines do they let me know that ? I don't want to keep reporting someone if I should not be

No they do not let you know if you report something that really wasn't a violation. You can always re-read the rules to be sure. Still, some things are left up to individual interpretation such as insults. Some people think that something is insulting and other people can think that the very same thing is just plain hard truth.

You will not know. You are never contacted once the report is submitted.
