KI Starch Paper: Why would black be indicative of oxidants? Explain?

Why is it that if KI Starch paper turns black means it is positive of oxidants?

    Iodide ions by themselves don't react with the starch, but if an oxidant is present, it oxidizes some of the iodide ions to elemental iodine. The iodine reacts with the starch to form a distinctive blue-black color. No oxidants = no iodine produced = no color change.
