Why are calcutta tournaments not legal in Texas?
Under what portion of the penal code of texas are calcuttas prohibited? Or is this a TABC ruling. Specific point of law needed here please.

My guess is that it would not be written as calcuttas are not legal, but it would state that gambling in general is not legal. There is a lot of gray areas when it comes to what constitutes as gambling, or what is enforced. That would be my guess though.
A few years back they really cracked down on all of the Hold'em tournements that bars where putting because it being "gambling" but if I wanted too, I could go put $20 in a video poker machine and cash out. So... Depends on what is enforced I guess.

I had no idea Calcutta wasn't allowed in Texas which I think is shame and I don't understand why it's illegal
