What kind of trees are these?

So I'm driving and we pass these trees they are white but atthe botom there is bark like it have been shaved all except the last foot of the tree what kind of tree is this and y do they shave it ?

    They may have been cork oaks (Quercus suber). They shave off the bark to harvest it to make cork from. I've never seen it here in the US but that kind of thing is big in Spain.

    Could be white birch or sycamore. Both trees have white bark but may have darker bark near the base. Or you were looking at dead trees, their bark falls off the upper parts first leaving bare wood.

    And no, the trees would not have been shaved.
