    yes of course and then the police man can arrest you for pissing off a cop

    The simple answer is yes. BUT I would have to add that you had better be RIGHT in doing so or be ready for a very bad future. Like making this arrest if you actually saw the cop beating up a women in the street. BUT I would honestly just look at calling the Police Dept. and letting them do what ever needs to be done.
