Looks like it was written for phone era, then modified to say "telecommunications device" when the internet came about.
1. "Caller" must identify self
2. may not make sexual suggestions, if previously instructed not to contact
3. May not threaten serious physical harm to person/property/family
4. May not threaten damage to public/private property that the recipient has some form of ownership over (own, rent, lease, work at, insurance), or will be present at the time
5. May not make communication when previous instructed not to.
