how do i make a c.v with no work experience?
i'm 16, and fresh out of college 'high school', i plan on going to uni next year, but for now i want to earn some cash working.

Make a portfolio of what you are good at.
For bonus points, make a blog/website that teaches others how to do it.
Then you have the makings of a C.V.
But making a portfolio isn't something you can do overnight. Hopefully you already have a sizable amount of work you can show and maybe you can just package it into something presentable.
I get *all* my contract and "permanent" work positions based in large part on my portfolio. When I'm not working I'm always doing personal projects that can be made public and thus go into a CV.
It sounds like you already know that a CV is not a resume. A CV is a history of things you have done. It requires no real work experience, just useful achievements that show you can accomplish good goals.
