What to do when my neighbor just randomly touches my dog ?

okay so here is my story . I bought a siberian husky puppy a couple of weeks ago.My neighbor just got his dog before me by a couple of weeks.For some odd reason he wants our dogs to be "friends" .I'm taking my dog through training right now and the trainer said that i shouldn't interact my dogs with unknown strangers or dogs.I don't want my dog to play with his dog because 1. his dog never takes a shower.2. I don't know if it has all of its vaccinations yet.3. he doesn't have a dog license. Tonight is the third or second time that he has come ONTO my property right near my fence and started to play with my dog and calling his name.He has his own dog to play with why is he doing this ?!?!! im going to have a serious talk with him the next time this happens.Do you guys have any advice for me ? I'm just really upset because he'd have the nerve to do that.I'm also scared that if i cause problems with him he will give my dog something to eat and kill my dog.

Update:

Just to make it a tiny bit clearer ,i DON'T want my dog to play with his at all what so ever.He is a really bad neighbor who brags and talks .He was trying to complain to me about how my dad starting his work car up is disrupting his sleep,like seriously if we have to get up to go make money for our families what do you want to enforce on us ? he never complained about this car issue till i got a dog,i don't know what his problem is

    A safe approach would be to let him know your trainers advice. So if and when he backs off its likely that he will be use to paying no mind to your husky. But if he chooses to disrespect your wishes then tell him how it is!

    or..he could also be crazy, and befriending the family dog, so if there was ever an issue, the dog would think he is a friend, and allow him on the property.

    or, he is just a nice guy who likes dogs!

    just inform your neighbor that you would rather wait for the interaction between him and his dog until your dog is fully vaccinated and spayed/neutered. that way, if his dog is not current on vaccine (or unspayed/neutered) then there is no longer a threat, since your dog is.
