Where can I get or create free ringtones?

Question

I don't have internet on my phone, so I can't really use myxer.

I want a website where I can create my own ringtone; 
then have it sent to my phone via picture message, 
& then I can just save it to my phone from there.

Or if there's any other easier way?

Myxer sends the ringtones to your phone through picture messages. I don't have internet on my phone either and I can use that site with absolutely no problem. The only thing it counts against is your texts. You can also try these sites, which are free to use, register with, don't use internet on your phone unless you want it to. You can save the ringtones to your computer and send them through myxer.
