She's probably likes you but is too shy to come up to you and talk. You should try talk to her instead.

I had got a similar problem. actually yours in an underconfident, shy, and sweet girl. Actually, flirting girls are never good. What i now face as problem is that everyone in our school has come to know about this and so she considers me responsible for this. So, if u want to enter a relationship, make sure u dont tell this 2 anyone till she agrees to it

She absolutely likes you! That's what some girls do when they like someone, that's what I do too. I think that she's just shy maybe you could go and try to talk to her and see what happens.
