If you have a Visa/Mastercard debit card but can't use it, can you take it to a bank to take money out of it?

Like I got a debit Mastercard yesterday but I fcked up something and I can't use it. Can I take it to a bank to take the money out of it? (say I put $30 in it. could I get back $30?)

Some banks will allow you to do a "cash advance" off of the credit cards. I've done it a few times. Some places will charge a small fee of like $5 or $10. Just call your bank and ask if it's possible.
