How to deal with a neighbor who plays loud drums late at night?
We have a new neighbor who has moved in a few months ago, and at least once a week he plays the drums. I'm surprised how loudly we can hear it since we are in single family homes. He usually plays late at night (after 10) and makes it difficult to sleep! Is it ok/acceptable to call the city to make a complaint? any other suggestions?

Of course you can call the city. Most have noise ordinances that involve any noise over a certain decibel level played at any time, and any noise after a certain time of the evening. I would start with calling the non-emergency number for the police at the time it is happening. I'm sure this is not the first time it has happened to the guy, probably not the last time it will need to be done, either.

Possibly can make a complain to your home owner's associate and they can settle something for you.
I've had similar problem in my neighborhood.
There was a Dog that barked 24/7. Never stopped. I guess even the owner got fed up with the dog and the dog stayed outside on his deck most of the day which made it worse because i can hear the sound clearly and very loudly! (The Dog has been kept quite recently, although i could still hear occasionally but not as loud)
I reported to my home owner's associate and i've found out i'm not the only one to report.
They wait until there's numerous complaints to see if it's not a false report.
Just complain to your home owners associate and they will do the magic.
Not as very responsive. And takes a bit of time for them to take action upon it.
But they will do something about it.
So, tell them you would report them. And ask them nicely to stop playing drums late at nights.

I would first try closing open windows to see if that mutes the sound somehow, or you could get some earplugs (unless you use an alarm to wake up). Tricky situation but I would not recommend calling the city unless it gets out of hand, if he seems like a decent guy you could always casually bring it up sometime, or leave a note on his doorstep and don't sign it if you would prefer to be anonymous. Perhaps negotiate he play earlier? Most likely he is practicing so he wont stop playing, but I would hold off on calling the city to complain until you have tried everything else. Entirely up to how loud it is and how serious you are about getting sleep at that specific time.

I don't know where you are, but in England, make a note of how often and at what times this occurs anmd estimate the disturbance level, e.g. have to turn up the tv to hear it, or, talk louder to be heard etc. When you have some background you can start the ball rolling with your local council "Envirnmental Unit" - "Noise Pollution" It isn't a quick process, but they will warn the offenders, and if the noise continues, have the power to firstly confiscate the noisy items and eventually evict them should they not keep quiet. This has happened already in a few council areas, but as I say eviction is the last event and is not used until all other avenues have failed (so may take some time)

You could write an anonymous letter and drop it in his mailbox. However, make sure no one sees you or you can ask someone you know to do this. In the letter, indicate how disrespectful it is to play drums so late at night when the neighbors are trying to get some sleep. Then proceed by saying that if the situation isn't rectified, it will be necessary to take further measures (like calling the police).

You should ask the neighbor to stop before going to the city police. Since you are in separate house it's likely he doesn't realize you can hear him.
You can leave a polite note on his door if you can't find the occasion to ask him face to face (however, as note-leaving is often viewed as passive-aggressive, you're more likely to get a positive response from him if you do it face-to-face)
I'd ask him a couple times before warning him that if it doesn't stop you'll call the police. And then move on to making a formal noise complaint to the city.

I'd go the nice route. Bring him a muffin basket and ask him to play before 10, which is the general time the noise ordinance starts. If he's a jerk, go the legal route. It's never a good idea to make an enemy of a neighbor, especially if you own your homes. In an apartment, it's war. I put some bad *** speakers on top of my bookshelves at 6am on a Sunday morning, blasted the opera Carmen, and went to my mom's house. He got it.

Check the noise laws in your area (the police can tell you). Then call the police and file a report each time he breaks the law. Do NOT use the 911 number, but get the non-emergency dispatch number.

yes make a complaint or go over to the house and suggest he noise proof his house, insulation or those cone things musicians use to keep the noise down..or call the police.
