Go back to New Bark Town and then Surf to the right along Route 26. Pass through Tohjo Falls, onto Route 27 and 28, then Victory Road will present itself. Bring plenty of healing items and Repels because it's a pretty tough route with tough trainers, and the wild Pokemon can get somewhat annoying.

You'll need Surf, Waterfall, and Strength to get from New Bark Town to the Indigo Plateau. Optionally, Whirlpool and Rock Smash (those are to access items).

Fly back to New Bark Town and Surf right to gt to the Elite 4. After that turn right in the Elite 4 corridor to get back to Johto.

Go back to New Bark Town and to the right of your house is a body of water, surf along that to get to the next part of the game. It leads to the elite four.
