It could be either one, but I would say a UTI is very likely. My cat recently had one and he peed in the bath tub right in front of my husband as if to show him that there was blood in the urine. I know it costs money to go to the vet, but if you've ever had a UTI, you know how uncomfortable it is. It also could lead to more serious things like crystals in the urine that make it unable to pass. This will call for a catheter to be placed and hospitalization. It would be way cheaper to catch it early!

if she's going other places instead of the litter box then buy cat nip and put it in it, trust me it helps. im not 100% sure of the signs of diabetes, but i know my cat goes on these spurts of drinking a lot for no reason at all. it's best to go to a vet, but since you don't have that much money, then call a vet and ask them more about it, and what you should do.
