if my ipod is stolen and it's warranty has run out, can i buy the applecare and get a new one?

Not only can you not buy the coverage after the iPod is stolen, Applecare covers manufacturer's defects, not user damage, loss or theft. And any warrant or extended service plan is registered by serial number to only that one item.

the applecare doesn't cover lost or stolen items and I dont think you can get applecare for a used product

Unfortunately no, buy a new one? Or a maybe a look on Craigslists for a used one, you can find good deals.
