Quickly PLS::How to solve error 2706 over Win XP?

I have another broadband and it's connected but i get this error whenever i try browsing any website.

    Socket Error Code 2706 is caused by misconfigured system files or missing one required file.

    to mention some of those errors, error code 2706, socket 2706 error, winsocket error number 2706

    i don't recommend to change anything yourself in the window registry and download one of those programs which focused to fix the registry problems.
