Absolutely. Many high speed ferries are made of aluminum.
If you want to get some good info on the best way to paint the grill google "axzo nobel" or "international paints" they provide paints for all products from boats, trucks and cars, busses and many other products.

If you wanna paint your Chevy CAPRICE you will have to use a little bit of primer AT LEAST.

yes, but for your job, it would be best to bye a non or hard to chip paint, this would be more expensive.
even better, but even more expensive would be to simply buy specific spray cans for cars.
