Is it possible to find out who owns a computer ip address?

I have the computer IP address of someone who is harassing me online and I was wondering how I can find out who owns it. Does anyone know?? Any help would be appreciated. Thanks!

    Unless you host a website off of your computer, you don't "own" the IP address. It is given to the ISP and they give out an IP address to all their users. Your IP address could change daily, if the DHCP server assigns you a different one when you turn the computer on. So all you can do is trace the IP to the service provider. If you can get the police involved, they can subpoena the ISP to find out who had that IP address when you were getting harassed.

    Of course. That's publicly available information. Nobody `owns` an IP address though. You can be delegated a number of IP addresses for an indefinite amount of time, but that doesn't mean you own it. If you are delegated some IP addresses and then your company goes out of business, those addresses can be reclaimed and then reassigned to a different organisation.

    You can find out who has been delegated a certain block of IP addresses by looking it up in any of the RIRs. For example, if you had an IP address that you knew was located in Asia, you'd look it up in the APNIC.

    Sometimes you can find more specific information by looking at the entries in national registries. For example, you can find more specific information about addresses delegated to Korean organisations by querying the KRNIC of NIDA, rather than the APNIC.

    You can do an 'nslookup' on the address, but unless the person has a static address, you will only get as far as the ISP.
