    It's merely a vest or waistcoat. Generally made out of cotton pique, you should get your point across by asking for a 'formal' or 'tuxedo' vest/waistcoat, or a white-tie vest/waistcoat.

    Truth be told, they are generally cut far lower, so that the pleated or starched front of the formal shirt can be seen, with either shirt studs or a hidden button placket.
