How can I uninstall a program when it says I have to contact the system administrator?

I am having a few issues actually.

1. The latest version of i-tunes (9.0 or 9.1 I think it is) keeps freezing when I try to put music on my i-pod. So I want to uninstall that version and install i-tunes 8.0.

2. When I attempt to uninstall Itunes, it keeps saying "i have to contact the system administrator to uninstall this" This is my personal computer so I am not connected to a network or anything. I have Windows Vista. I have tried going into properties and changing permissions and all that but it still won't let me uninstall i-tunes.

Can someone PLEASE help me uninstall i-tunes? I have the icon for i-tunes 8.0 on my desk top and when I try to run that version it says I have a later version already installed and can't use the 8.0 version. My main concern is getting my music on my i-pod and I can't do that with itunes 9.0. PLEASE help me. Thanks
