I'd probably ask him for a pic with him and an autograph but try not to draw attention because of all the fans. I love Justin!!!

I will put what I would do in a form of a script:

ME: [walks up to JB] Hey

JB: Hey [smiles all annoyingly]

ME: Are you Justin Bieber?

JB: Why yes, yes I am. [smiles wider]

ME: [nods] Okay. [Walks away]

start singing at the top of my lungs " Me plus Justin Bieber equals True love!" ( joking of course) and like scream like a crazy fan until he gets scared ... oh yeah!

Be like 'Hey Justin. I was wondering. Would you hook up with my friend, he is a guy, about ur size, age, but he has gone through puberty!'

I used to hate Justin Bieber, but I realized there's no point in Hating him because he did nothing. Sure, I can hate his voice and how girls are obsessing over him WAY to much. but I'd use that to my advantage, and take a picture, have him sign it, and sell it on ebay for 150 bucks :P

Try to find his address on his leash then call his owner to get him returned. I would never let an animal roam freely on the streets, it could be dangerous.

I would give him a cookie and then wonder why is he allowed to walk on the streets alone?!
