Verizon- HTC Incredible + national access block?

I am long overdue for a new phone (I am part of a new every 2 plan, and it has been 3.5 years), and I haven't the money to upgrade my line to the $30/month for data. I want the HTC Incredible, and I heard of the national access block that people can get. Some say that it will waive the $30/month. I don't care for any cellular data (I almost always have access to wi-fi), and I rarely use pix/video messaging. SO, is it possible to buy the smartphone, put the national access block on it, then not have the $30/month fee? thanks.

Update:

Unfortunately (Nathan), I need it to be activated. Without activation, the phone will not even allow you to use the phone, so I need it activated, and not to require the $30/month at any cost (short of dropping half a grand on an unlocked phone)

    No it is not. When any smartphone is activated, the data plan is automatically added to your line and will remain there as long as the phone is active, whether you use it or not. If all you want is WiFi access, get an iPod Touch, or buy an Incredible online and only use it for WiFi without activating it

    No, in 98% of all cases adding the National Access Block will prevent the Incredible from getting online but will still leave you paying for the $30 data pack, even if you never use it. Trust me I wish I would be able to do the same, I am still debating the usefulness of paying for a smart-phone to get mobile GPS and all the other on the go features in provides as opposed to data on just a 3G multimedia phone.
