Don't make assumptions, call her again, after all you don't know why she hasn't called back.

Is this a girl that you are interested in dating or a friend? Either way, I would send a friendly text then leave it alone for a while. If she doesn't respond for a few days, text her again. When you do so don't mention anything about the fact that she never responded before, you don't want to seem clingy.
