yes, you can any OS cd can format your hard drive. I would ask why buy windows vista?
if you want to buy an OS then get windows 7.
If you don't want to buy an OS cd then you can use linux ubuntu and run their live cd which will load a os right from the cd which allows you to use a partician editor which you can reformat your hard drives.
The best thing is that it's free. Linux is free to use and install.
If your not into linux you can still format your drives with their cd live mode. It's just you will still need windows os cd to reinstall windows on your hard drive.
Hope this helps.

Any "operating system" cd can be use to format a computer. Windows Vista is an operating system, so yes, you can use any Vista OS disk to format your computer. You just have to know what you're doing, that's all.

Ya you can. Every OS cd has bootable files. so you can boot your computer on OS cd. first change the boot priority in bios settings to CD Drive or DVD Drive. Then put the OS cd. Then it ll ask you " Press any key to boot on cd". you can press a key and you can format your whole hard disk and can partition again or you can format only C drive. Try it. All the best........
use this link it ll help you a lot: http://www.petri.co.il/install_windows_xp_pro.htm

vista is stored on a hiudden partition on the drive, you shouldn't have to buy one.
also, it's a dvd, not a cd.
