What kind of bugs are eating my plants and living in my garden?

Have you ever seen these guys before? They are small orange bugs that fly and crawl around. They seem to love my lettuce. Not sure if they are harming the plants but I can't imagine they are good for the garden.

    more pictures at different angles would help...at first glance they look like fire flies who larvae feed on snails and slugs

    Edit: if it doesn' t have the light making organ on it's underside, it will be a soldier beetle, a good guy
